 Firstly, you should know why you are going to learn making websites? Secondly you should know what are you interesting in? I've meant designing or programming or both?  You should know what are you going for? I've meant for a certification, for the knowledge or both? 

Well, you can find online tutorials free on the  Internet and they are free. Here is a link pointing onto a good one: W3 webtutorials . Try the "HTML basic" tutorial first to work out if you are really interesting in. It's essential for both designing and programming.

I'm sure there are universities in KSA that offer courses online. Check out the websites of your own universities first. If not, check UAE schools, then other countries and their universities. It would be a lot easier for you to take courses in Arabic, right? If you want courses in English there are probably hundreds of choices. Canada has some, the US, and I'm sure England does too. Find a respected university and check out their online courses. Good luck!

I think your question is about finding schools that do "Distance Learning". Instead of going to a school, you want to have your class online?

I think many universities offer courses like this now. Since you are in KSA, I'd suggest checking out the schools that are in the special zone created in nearby Qatar. Many American universities have setup campuses there. This page lists all the schools located there complete with addresses, phone numbers and email addresses:

Also, near where I live, in a city that has the highest Arabic population in the world, outside of the MidEast, the University of Michigan-Dearborn offers online classes.

Well I know one webpage to learn online and it is called Learndirect.co.uk, but as I know You have to apply personally in a center.

Why are you not happy with English teachers from your country. As much as I can sense, people who come from Arabic countries can speak well as well as their accent is well understandable.
